1st place)
AnTreNotes
www.fannsoftware.com/TreNotes.html

Has all mandatory features.
Features of AnTreNotes:
  • Possibility to work always offline
  • Possibility to work with the same file on Android and Windows (using Desktop TreNotes)
  • Unlimited depth of tree structure
  • Password protected files
  • Search in names and text of notes
  • Change the hierarchy of notes
  • Change the order of notes
  • Possibility to have simple text in notes without formatting
  • Collapse/expand note hierarchies
  • Link to another note
  • Order child notes in alphabetical order. Alphabetical order of child notes can be remembered (if you add a new note, it is automatically placed in alphabetical order)
  • Tags
    Features of Desktop TreNotes:
    • History of viewed notes
    • More than 1 file can be opened at the same time (if to change settings)
    Problems:
    • If you open a parent note, you can see only it and its child notes. It would be better always to be able to see the whole tree without the need to press Back button many times to go up (like it is done in NoteLynX Outliner)
    • KB file must be backed up often because sometimes a part of information (some notes) disappear or a part of a note disappears (is replaced with square characters)
    • If a file is password-protected, when opening it on desktop computer, the screen for entering password is not fixed to the main window of the program and does not have its own minimizable window and sometimes gets lost behind other windows
    • If you forget to click button Save on Android smartphone, newly entered information will be lost
    Wanted features:
    • Support for pictures and tables (as in NoteLynX Outliner)
    • When imported, pictures should preserve their parameters and it should be possible to export them later
    • Attach any files to notes (the files should be detachable after) (as NoteCase for Windows has)
    • History of viewed notes (as Desktop TreNotes has)
    • Specify default note parameters (such as icon and Show Status) (as Desktop TreNotes has)
    • Multiple undo (as NoteCase for Windows has)
    • Automatically save and unload encrypted file after x minutes of inactivity (as NoteCase for Windows has)
Other interesting programs: NoteLynX Outliner, Vault 3, NoteCase Pro

Features of NoteCase Pro for Windows (www.virtual-sky.com):
    • Unlimited hierarchy of notes
    • Simple text in notes without formatting (if to change the keyboard shortcut "Paste as text" from Ctrl+Shift+V to Ctrl+V)
    • The same file of the KB can be edited on smartphone and desktop computer
    • Password protection of a file
    • Search notes in titles and contents simultaneously, including search within the text of a note
    • Collapse/expand note hierarchies
    • History of viewed notes (better than of TreNotes)
    • Link to another note (better than in TreNotes; you can make a link inside a note text to another note)
    • Order child notes in alphabetical order
    • Remember on start last-viewed note
    • Support for pictures
    • Attachments to notes (included into the file)
    • Multiple undo/redo
    • Spellchecker
    • Work with several documents at once as tabs
    • Minimize to tray option
    • Save on minimize
    • Automatically save and unload encrypted document after x minutes of inactivity
    • Customizable toolbar
    Problems:
    • New notes do not follow previously established sorting rules
    • No support for Cyrillic names of attached files
    • Impossible to attach big files (tens of MB is OK, but hundreds of MB is not OK)
    Wanted features:
    • Support for tables
    • Possibility to hide all pictures in a file (for safety reasons)
